Cornwall Racial Equality Council (CREC)




The Cornwall Racial Equality Council (CREC) project will be administered and managed, in accordance with this constitution, by members of the Management Committee.


Objectives of the Project


  • To develop a strong and robust Racial Equality Council for Cornwall
  • To establish the needs of the Black Minority Ethnic (BME) communities in Cornwall
  • To provide help and support to BME communities in Cornwall
  • To influence policies and strategies at a county and regional level


Powers of the Management Committee


In furtherance of the objectives, the Management Committee may exercise the following powers


Power to raise and receive funding and contributions


Power to manage such staff (who shall not be members of the committee) as necessary.


Power to do anything lawful in order to further the projects objects.




The CREC project shall be organised in the following manner:




Membership will be directed to anyone who demonstrates an interest in the project, regardless of political, ethnical, sexual or any other background. Membership will also be directed at representatives from organisations in Cornwall.


Management Committee


The management committee shall consist of at least 6 elected persons, from the membership. There shall be a chairperson, Secretary and Treasurer and such other posts as may be deemed necessary.


The committee shall meet at least 3 times a year, one of which will be the Annual General Meeting.


The duties of the committee shall be to safeguard the interests of the members, and those individuals it serves to assist, by providing leadership, professional advice, and by encouraging members to take a full and active part in the project and by devising methods of achieving the objectives of the project.




The quorum at a meeting shall be not less than three persons.


If the Chairman is absent from any meeting, the members of the Management Committee present shall choose one of their numbers to be chairman of the meeting.


Every matter shall be determined by a simple majority vote of the members Management Committee present and voting on the question, but in the case of equality of votes the chairperson of the meeting shall have a second or casting vote.


Minutes will be taken at every Committee meeting.




The Management Committee shall be able to open such a bank account as is necessary and keep proper accounts of all monies belonging to the project and presented at the Annual General Meeting.


There will be three signatories; the Chair, Secretary and Treasurer, two of which will sign cheques.


Annual General Meeting


A general meeting shall be held within 12 months of the previous meeting. Not less than 12 days notice of the meeting will be given. Any person wishing to submit matters for discussion shall be permitted to do so within seven days notice of submission. Only members shall be allowed to vote or hold any of the Officer positions.


Constitution Amendments


This constitution shall only be amended by resolution passed by a two thirds majority of those members present and entitled to vote in the Annual General Meeting.




In an event of the project being dissolved, any money accruing from the sales of any resources along with any other financial resources, will be passed on to an organisation with similar charitable objectives, and used solely for similar objectives
